The Orissa SC & ST development finance co-operative corporation ltd.

The objective of the Orissa skill development training and placement programme is to equip the rural youth with marketable skills that would ensure their guaranteed employment through a predesigned placement avenue.

Though each sector will have its own specific requirements, there are many generic knowledge, skills and attitudes (KSA) sought across jobs. It is found that employers want to recruit skilled workers. They require workers with basic academic skills taught in primary and secondary education with the ability to communicate, solve problems, and capacity for teamwork. These skills allow for cost effective training. The bottom line is that for vocational education to be effective it has to be demand-led. This programme aims to address this gap and identify employable rural youth and provide them with avenues for sustainable engagement through a planned and co-ordinate manner.

ASTM Skills is presently working with Orissa state govt. with 2 of its most important departments namely OSFDC and ITDA.

ASTM has been entrusted with a task of setting up centres in Rourkela, Sambalpur districts of Orissa and carry out skills training program in security sector .

The OSFDC was established in the year 1979-80. Its objective is to implement / take up various economic programmes for the benefit of the poor Scheduled Caste, Scheduled Tribe (DTDP) and Scavengers of the State.

The OSFDC implements a variety of income generating schemes and skill development programmes for which funds are received mainly from four sources. The Special Central Assistance (SCA) to Scheduled Caste Component Plan (SCCP) received from the Ministry of Social Justice and Empowerment is administered through the OSFDC primarily for family oriented income generating scheme in respect of SC families below the poverty line and related / relatable infrastructure. The income generating schemes are implemented involving Blocks, urban Local Bodies and District / Assistant District Management of OSFDC. Beneficiaries are given bank loan under viable schemes with 50% subsidy of the project cost. Besides OSFDC receives fund under SCA to TSP, for credit linked income generating schemes and infrastructure development incidental to income generation for dispersed tribals. OSFDC also receives funds from the National Finance Development Corporation of Scheduled Caste, Scheduled Tribes and safaikarmacharies and implements programmes for the target groups.

ASTM Skills Pvt. Ltd. has trained more than 312 candidates in Sambalpur and Sundergarh districts.

ITDA
$

The overall strategy of the Programme focuses on empowering the tribals and enabling them to enhance their food security, increase their incomes and improve their overall quality of life through more efficient natural resource management based on the principles of improved watershed management and more productive environmentally sound agricultural practices and through off-farm/non-farm enterprise development. A strong emphasis is placed on promoting participatory processes, building community institutions, fostering self-reliance, and respecting the indigenous knowledge and values of tribals. The Programme would adopt a flexible, non-prescriptive, process-oriented approach to enable the stakeholders to determine the scope of Programme activities, their timing, pace and sequencing.

In Odisha, under ITDA (PANPOSH)Scheme, ASTM has been imparting training to numerous tribal candidates in Rourkela and Sundergarh Districts.

UPSDM
$
ASTM has signed agreement with UPSDM –a registered society under vocational Education & skill Development department of Govt.of Uttar Pradesh.

UPSDM focuses on imparting skills training program for marginalised and unemployed youth of the state of U.P and provide them employment.

The program is known as Employment linked Skill training Program for Unemployed youth.
$
The objective of the project is to promote sustainable livelihood through skill development of unemployed youth from socio-economically deprived sections of the society with special focus on women & Minority communities and forging linkages for placements with potential employers.

ASTM is carrying out placement linked skill development training in security sector to more than few thousand candidates.

ASTM has set up skilled centre in Jaunpur district of Uttar Pradesh and planned to set up new centres in BASTI and Allahabad districts of U.P
RSLDC – ELSTP

ASTM Skills has signed a MoU with RSLDC under ELSTP (Employment linked skills Training Program). The objective of the scheme is to mobilise and train candidates coming from the economically weaker section of the society (bottom of pyramid) and get them gainfully employed. This is a popular program targeted at school dropouts-10th or 12th pass and unemployed graduates. New skill development centres are being set up in PPP model which deliver short term programs across industry sectors including security, retail, etc. Many of these programs are linked with wage employment and self-employment to set up micro enterprises. Soft skills are an essential part of the course in addition to the domain skills. Besides, personality development and attitude building are vital skilling components in preparing the students.

ASTM also offers training to its students in a carefully engineered environment. The courses are specifically designed by educational experts in order to nurture the student’s vocational skills and technical abilities. ASTM provides Vocational Skills training in Mumbai, Noida, Pune, Delhi, Bangalore, Patna, Kolkata, Chennai, Hyderabad, Surat, Ahmedabad, Ghaziabad, Chandigarh, Jaipur, Aurangabad, Vizag, Mysore, Ranchi, Lucknow, Vadodara, Bhopal, Indore, Udaipur and Kanpur regions. ASTM is also an approved training partner of National Skills Development Corporation and affiliated with Security Sector Skills Development Council(SSSDC), Electronic Sector Skills Development Council of India(ESSCI) and Retail Association Skills Council of India(RASCI).

National Urban Livelihoods Mission

Employment through Skills Training & Placement under NULM .This scheme is promoted by Govt. of India, Ministry of housing & Urban Poverty Alleviation.

The objective of this scheme under NULM is designed to provide skills to the unskilled urban poor as well as to upgrade their existing skills .The program will provide for skill training of the urban poor to enable them setting up self –employment ventures and for salaried jobs in the private sector. The EST&P program intends to fill the gap between the demand and availability of local skills by providing skill

training programs as required by the market.

ASTM Skills has signed agreement with NSDC and local state authorities like PSDM ,HSDM and state of Maharashtra and would be implementing this scheme in different states like Maharashtra, Punjab and Haryana.
Bihar Urban Development Authority

ASTM Skills has signed agreement with BUDA with an endeavour to Increase the capacity & capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet burgeoning market demand for skilled manpower in state of Bihar.

ASTM Skills have set up centres in various districts of Bihar for skills training and getting them employed in the industry.

Presently, ASTM is focussing on security sector with a definite plan to venture out into other sectors like Retail, Tourism & Hospitality etc.

ASTM Skills is jointly working with BUDA to fulfil Bihar’s dream in carrying out skills training and achieve some critical objectives for the youth population. Few of them are as listed below

Increase employability of the youth and empower them to take part in the economic growth of Bihar and India, through chalking out a roadmap of providing professional and skill training in modern and market driven professions at reasonable cost and monitoring its delivery, and thereby reduce unemployment, poverty and socio-economic inequality.

ASTM Skills has successfully trained more than 270 candidates in Bhabua, Motihari, Bihar Sharif, Sheikhpura and Hajipur Districts.
